Barline then Key Change
I am redoing a piece and in the piece in measure 20 look at picture attached the measure is split with 3 counts on one side and the 4th on the other and a key change after the double bar and im trying to figure out how to put the key change after the double bar and not before like it is.

A key change can only occurs at the start of a Measure.
Delete the double bar line you currently have (click to select it them press Del)
Create two incomplete measures with actual durations of 3/4 and 1/4 as described in the handbook, Measure operations , "Duration".
Add a double bar line to the end of the first incomplete measure. Add the key signature to the beginning of the second incomplete measure.
