(Solved)Small staff & normal staff in a page?

It looks like the small staves represent "ossia" - these are not part of the actual music, but are editorial additions giving suggestions for how the first measure should be played. Probably the easiest way to do that is just create the ossia as a separate score, then use the new "image capture" mode (the camera icon at the far right of the toolbar) in 2.0 to copy the image to your clipboard, and you can then select the first note of the measure to which you wish to attach the image and paste.

There are other ways of doing ossia, but some of them won't work so well with a complex one like this (eg, not just a single measure, but several measures stacked up and overlapping).

Sure, you can do it by creating a second instrument for the ossiae and then Hiding Empty Staves but, as Marc says, it is often easier to create those extra bits in another score and import them as an image.
