Measure repeats act like rests
Whenever I add a measure repeat (%), it acts as a rest. When I add it to the measure after, nothing happens. When I add it to the specific measure (following the specific instructions), it just replaces the whole measure.

There indeed is no playback for measure repeats

Actually, there is, as of 2.0. As long as the measure before the rest has content, the measure repeat will play it again,
