It *does* work to define you own shortcuts, but if you are having trouble, we need to understand what didn't work, *specifically*. You couldn't find the shortcut dialog? You couldn't figure out which buttons to press within the dialog? You tried to add the shortcut and pressed the "Replace" or "Add" button but the shortcut did not appear on this list? The shortcut appeared in the list but pressing the key doesn't do a save as? What shortcut did you try to add?
FWIW, "save as* does apparently have a default shortcut assigned, if your OS defines on. On Ubuntu, it is Ctrl+Shift+S.

I see the usual CTRL+S in my french linux Mscore, for «Enregistrer» (= Save) but indeed no shortcut for «Enregistrer sous» (=Save as»)
But in preferences >shortcuts you should be able to add a shortcut (usually CTRL+SHIFT+S) at the line File>Save as
