How is MuseScore supposed to know you're about to enter a rest until you actually hit the rest shortcut key? Or do you mean, using mouse entry? Does anyone actually use that?

It's when you activate the rest key.
I use both keyboard and mouse entry.
Implemented in 2.0 nightly build (3996) - probably the latest one too (4112), but unable to check.
