Sure it is enabled? Try View → Palette or F9
And to be clea,r it is normally enabled by default, but it is possibly you advertently pressed F9 and disabled it. Or dragged it offscreen. In which case, following the instructions under "Revert to factory settings" in the Handbook will return it.
Thanks for your advice. I had already re-installed Musescore 2 and the Palette has magically reappeared. I'll remember the Factory Setting tip for the future.
