Slash fill in percussion staves, voices 3 and 4

Slash fill, when it spills to voices 3 or 4 (because previous voices already have notes in the measure) in percussion staves, puts small notes above or below the staff. These currently have small heads but no stems. They should have small stems too. See Forum Topic for details.
