Harp Pedal Diagram Plugin is incorrect!
The Harp Pedal Diagram plugin incorrectly states that a pedal in the up position indicates a sharp pitch. In reality, when moving a pedal harp's pedals into their up position, the harpist is LOWERING the pitch. Therefore, in the plugin, the terms sharp and flat in the dialog box should be flipped around.

You'd need to file a separate issue, #71051: Harp Pedal Diagram plugin for MuseScore 2.0 is a feature request to get that plugin ported to MuseScore 2.0.
Or just fix it yourself, by opening the .ui file with a plain text editor and make the change needed to swap those terms, I've tried just that, check whether the attached fixs the issue for you.
