The pdf are hosting on Sourceforge and they are currently down. It will become available again when they come back online.
The download link points to pdf files which are on Sourceforge.net. Currently that service is down. So for the time being, I have removed the download link until Sourceforge is back up.

SourceForge is back up and running. The handbook links have been restored.
