Admin vs User Privileges
I'd suggest MuseScore should check for certain files and directories (e.g. plugins, instruments.xml, ...) in two locations, putting the more recent into effect: on linux, for example, /usr/local/share/mscore/ and /home/username/.mscore/.
In this way, plugins can store or change things even when the programme itself is installed outsie the user's home directory.

It would be generally very nice to move also from the present well-hidden location
~/.local/share/data/MusE/MuseScoreto something more obvious like
~/.mscoreor

MuseScore uses an abstraction from the qt library to find a path for application data. This is supposed to work platform independ. So MuseScore does not care about were the das actually is and trusts qt to do the right thing. Just an explanation...

This is a very good request, but I would propose we make a major overhaul concerning this matter after the 0.9.6 release.
It does not only apply to instruments.xml or plugins, but also chords.xml, translation packages, and more. Also, we'll need to make sure this works on Linux, Mac and Windows. It's not an easy task.
