Drag and Drop Accents on Top of Staff

I can't seem to drag and drop accents on the top of the staff.
In addition, I reset the accents in the edit style function to to appear
on top of the staff and that didn't work either.

Accents need to be attached to a note, not a staff. Drag the accent to a note until you see it change colour, then let go.
