fix number of measures per line

hi,
I'm looking for a way to get 4 measures per line, I know that it doesn't work if I go to edit general style/ system. I say some people saying to use line breakers and page breakers. I looked at the handbook but I
still don't fully understand how to use them. Could someone please explain it in its simplest form.
