Starting a measure with rests
First measure in this piece in 6/8 time should start with quarter and 8th rests followed by 3 8th notes. The blank score starts with a whole rest in the 1st measure. No matter how many different ways I try, the best I can do is start with a quarter rest, followed by 3 8th notes and then an 8th rest. How in the world do I get that errant 8th rest to follow the quarter rest BEFORE the 3 8th notes?

- First method:
1) Select the whole rest -> type on 5 (or quarter note icon in the toolbar)
2) Select the half rest -> type on 4 (or eighth note icon)
- Second method (faster, with a different display but correct)
1) Select the whole rest -> type on the quarter note icon, then on the dot (in the toolbar eg)

Excellent! I wish I'd kept exact track of EXACTLY what I tried because what you suggested was very similar. Obviously I missed a step or two somewhere. Anyway, this is much appreciated.
I would suggest reading the Handbook section on "Note input" to learn how to enter rests. Basically, they are entered left to right, exactly as notes are. If you want a quarter rest followed by an eighth rest, then simply *enter* a quarter rest (as described in the Handbook) followed by an eighth rest. For example, select the quarter note duration and press "0" to enter the quarter rest, then select the eighth note duration and press "0" to enter the eighth rest, then enter the eighth notes.

Yes, in note entry mode. I had focused the question outside input mode, I do not really know why!
