Rules for text
See attachment. It's difficult to set text by one rule via eyes. I talk about system text which often is moving to arbitrary places.

Try this:
Insert vertical frame;
enter horizontal frame (can be as numerous as the measures);
Add text in the frame.
It is not clear, for me, what you want to obtain, maybe annotations for the readers?
Or prepare the text with a word processor;
Photograph it with "Print" key;
Crop selection;
Save as Image (*. jpg);
Paste in the score.

Bit complicated way. It can be more precious if there would be ability to create any horizontal lines and move text to the line via mouse. It's more fast and light, flexy. The same way is supported in graphic editor Adobe Photoshop(see attachment). You can just click by any rule by the sides(rules with graduation) and holding the left mouse button drag the line to any place. The ready lines can be replaced via click on them and holding left mouse.

While it is indeed occasionnaly necessary to override this, the normal way to align text anove the staff is to simlly set an appropriate staff text style before creating the elements. Then all elements will automatically be aligned there as you create them - no need to move or manully align them at all. Or, if you chane your mind after entering a few items and want them all aligned higher or lower, use text properties (right click menu) to chane the height, and click the "apply to all" box in the lower left. Then all text items will realign themselves.
The only time one would normally need to ever manually align text items is if you want "most" of them to align at pne height but want just a few at a diffeent height - but want thise few to be at the same height. here, if wanted them to really line up neatly, I'd just use text properties to set them all to the same height. So still no need to do it by eye,
For 2.0, I believe it will be possible to define custom text styles, so you could have as many different alignments as you wanted, and you could get any text to align any of these ways simlly by selecting the appropriate style.
