Plugins to be loaded
When the plugin is normally inserted in the plugin folder and appears normally in this folder but does not appear in the Musescore extension manager list to be loaded, what can be happening?

Assuming you mean plugin manager, not extension manager (in plugins menu, not help menu) - could be the file is in the wrong format, like a ZIP file you need to extra first, or an old-style Javscript (?) plugin rather than the QML required in current versions.
Load it into the plugin creator and try to run it from there, at least that should give an error message why it doesn't run
