If you mean Measure 7, you have its duration set to 17/16 so the 16th rest cannot be deleted without messing up the count. You have quite a few measure set to unusual durations - was this deliberate?
This score stems from (has last been saved with) MuseScore 2.3.2. MuseScore 2 doesn't have the insert mode that MuseScore 3 has. Nor the 'timewise delete' option to selectively remove those excess rests. You'd need to use measure properties to get rid of them
The score seems to stem from a MusicXML import. Can you share that XML file?

I also own MuseScore 3 and can open it with that. I'm not too used to it yet so I still use version 2 most the time. Does 3 have something that will fix this problem?
I used a new program, "ScanScore" to get the original pdf music into midi. It is not very accurate. That's where the mistakes came in. I assumed Muse Score would be able to fix the errors easily. Apparently not.
Can MuseSore read pdf yet?
Any other suggestions?

MuseScore itself still can't read Pdf.
In MuseScore 3 you can select those excess rests and Ctrl+Del them
