Measure properties->set to 4 (One spoon per cup and one for the teapot) and, via Inspector->1,2,3
https://musescore.org/en/handbook/voltas
Select the volta, and in "Repeat list" (Volta section of the Inspector) type in a number, or sequence of numbers separated by commas, to indicate the repeat(s) in which the volta is to be played.
You need to set the play count to 4 since the section will actually play a total of 4 times.

I might have not described correctly, here is the bar sequence I like it to play:
bar-1
bar-2
bar-3
bar-2
bar-3
bar-2
bar-4
bar-5
...
Hence, I set the bar #3 repeat count to 3 but the volta inspect repeat list 1, 2. But what I have now plays:
bar-1
bar-2
bar-3
bar-2
bar-3
bar-2
bar-5
...
When I the bar #3 property to repeat 4, and the repeat list 1, 2, 3, then I get this which is not what I intended:
bar-1
bar-2
bar-3
bar-2
bar-3
bar-2
bar-3
bar-2
bar-5
and bar-4 still being skipped

I just noticed, you have the text set to 1,2,3 but the repeat list (a few items below that in the inspector) is set to 1,2 so it never gets to 3 or 4.

Thank all for the helps.

Just curious, shouldn't bar#3 prima text be labeled as 1. 2. 3 and bar#4 labeled as 4? You both have 1. 2. and 3.

Because the first volta is played twice, and then the second volta the third time.
