Section Break Causes Delay Before Repeat Sign Playback

In my score, I have a section break separating one movement from another. At the end of the measure containing the break, I have a repeat sign. However, the score pauses for the three seconds alloted to the section break before taking the repeat. Is this a bug, and is there any way to fix it? In addition, the movement, which ends at Fine in the middle of itself, does not pause for three seconds before continuing on to the next section, or movement. The score in question is attached below.
