Any new document based on any _custom/out of the box_Template displays only staves and staff systems arrangement and reduction. No frames neither text blocks already set on the template will appear in the new empty document.
Although in the new score wizard dialog you can see a fully complete template thumbnail.

This indeed is by design and not a bug at all.
What does get taken from a template is the set of instruments and the style settings, but nothing else.

Please consider to include it because Title, Title style and size, and other layout settings could play an important role and be remarkable time saving resource, or, consider to delete them from the template files as well.

Title style (and size etc., as per Format > Style > Text styles > Title) is retained. As are all other style settings.
In the templates there are titles just for showing what the template is for in the selection dialog.
