Both Trumpets? But Trombone and Tuba do?

Trombone and tuba would be expected to be written at concert pitch in a brass quartet. Only horn and trumpets would be treated as transposing instruments. My guess is the OP has the concert pitch button pressed.

There is a bit of possible confusion where some templates default to concert pitch on, others off. This one seems to default to on, but perhaps the OP is accustomed to templates that have it on and is thus not expecting to have to turn it off manually?
Anyhow, that's what you need to do - check the state of concert pitch, make sure it's on when you want it on, off when you want it off.
