D.S al Fine with out a repeat never get into Volta 2
Please see attached file D.S al Fine will jump back but Volta 2 will not play. any help, please.

There's no end repeat barline between 1st and 2nd volta, instead a double barline?
Voltas are alternative ending of simple repeats (those denoted via start- and end repat barlines.)

the order intended is 1-18 then 20-44 then back to 3-17 then 19. don't really sure what to do now

As said, voltas are alternative ending to simple repeats, you don't have those, just jumps.
Without an end repeat barline (between the 1st and 2nd volta) there is no 2nd time (of a simple repeat), hence the 2nd volta never gets reached.

sorry Fine should be at the end of bar 19
Try the attached, using a D.S. al Coda, a To Coda and a Coda (and moving that final measure to the end).
