There is no system break at the measure mearked with the "no system break" element. So indeed you wont see and difference there with or without

It can be useful for the same reason word processors allow you to specify that certain words shouldn't be hyphenated - if you feel it would look awkward to have a break in a particular place, you can prevent i. Like maybe it's some particular complex rhythm that spans two measures and you want to keep those two measures together to make it easier to read.
But really, the main reason the feature is there is for the benefit of the new two-measure repeat sign, which requires that the two measures be kept on the same system to look right.
