Bass clef mimicking tenor clef?

Work in progress: Tchaikovsky's Nutcracker Suite. I've run into a problem in measures 970 - 971, the last staff, 2nd bassoon. The bassoons switch back and forth between bass and tenor clefs, and with the first bassoon, I didn't have any issues. With the second, around ms 968, my change to bass clef seemed to revert to tenor, so I manually changed it back to bass. If you look at measures 970 and 971, they both seem to be in the bass clef as they should be. The last note in 970 is tied to the first note in 971, as it should be. It sounds correctly, but in 971, the note is placed as if it were on the tenor staff. I've messed around trying to fix this, including copying and pasting those measures from the first bassoon, and then manually changing to the correct pitch, but still run into this weird problem. Can someone figure out what I did wrong and how to fix it? Thanks in advance.

I'm having trouble following what you are saying the problem is. The first note in 971 of the second bassoon is an A3 according to my ears, and according to the status bar. It's displayed on the top line of a staff that is in bass clef. Isn't this correct?

BTW, in bar 968, It seems you've added the clef change after the barline, which isn't really correct. Not saying that is the cause of the problem, but if you delete the clef and add it normally (by selecting the full measure), things might work better in general.
