Extra rests

Bar 61 to 64. Bass staff.
I copied the previous 4 bars and pasted them here.
The extra rests just appeared.

Sorry, Not enough information. Getting tired.
After copying, I had to alter voice 1. bass clef for the melody.
I went to each position and altered the melody.
Bar 64 I entered the last quarter note. Eb.
I then went to the next bar and selected double bar whole note (I don't know it's name) and pressed Eb. That's when the rests and notes in that bar appeared.

This is the result when I selected the upper note, bass clef, set it for a whole rest and pressed space, twice.
I tried to reproduce the behavior but I wasn't able to. Have been able to reproduce this behavior starting from a new score?

I copied the 4 bars to a new (attached) score. I then replicated the steps.
As you can see, no problem.
