howto create this flam like notehead
This is a screenshot of notes used in a marching band piece. How can these kinds of notes be made in Sibelius?...Many thank in advance :)

This is a forum about MuseScore (not Sibelius), so the answer refers to MuseScore.
What your image shows are tuplets (specifically triplets).

Much apologies, I meant Musescore. Also many thanks for the info, however my question concerns how they put an extra small stem on the first note of the triplets which are played as snar drum flam grace notes.

I'm not a percussionist, so someone else may provide a better answer.
But if you open the Master palette and search the Symbols section for Flam, there are short-stemmed noteheads which might help:
Even if that provides the look that you want, it won't affect playback AFAIK.

Maybe you're after the ones I'm proposing to get added via https://github.com/musescore/MuseScore/pull/9805, the "Swiss rudiments flam" ones
How about acciaccatura?

Acciaccatura and other graces not are added from the Grace notes palette.
