Musescore 4 - Formatting a part is also changing other parts and the score
Currently editing some parts - just using vertical frames to move staves around as there's still no way to just click and drag. However - when I add a frame above (for example) the last system of a part, it is also inserting the frame above the last system of all the other parts as well as the score, which is obviously messing with the formatting of those. Is this supposed to happen? if so, any way around it?

I believe this is expected behaviour for vertical frames. Use a spacer instead.

Ah, that does appear to work, thanks. Spacers were greyed out in the menu, so I didn't think it wanted to let me add one there.
You can make the height of the frame zero in any part that you don't want to see it.
There are probably better ways to move staves around than by adding frames. Try adjusting the settings in Format>Style>Page. Or use a spacer. See https://musescore.org/en/handbook/4/pages-and-vertical-spacing
Frames are useful if you want to add text and horizontal frames are useful if you want a stave to not fill the space between margins.
