Multiple levels of failure to turn invisible related to out of range notes (help needed)

Out of range notes remain visible as noteheads even when set invisible.
If you disable warning coloration in preferences>note input, they turn their normal highlight / print colour pair, but they still make their measure count as (according to the properties tab) having mixed visible and invisible content.
If you press V twice, the problem remains: the checkbox remains with a minus sign instead of being empty.
If you instead double-click the checkbox, the problem seems to solve itself, with it now displaying as empty.
However and most importantly, this STILL prevents the "hide empty staves" option from hiding those bars.

Go to pages 21 and 22 in the attached score. Yes, in voice 1 there are the default rests, no, it's not them causing the mixed visibility checkmark because I had excluded voice 1 in the selection filter.
I have no idea how to create a workaround for this. How do I hide those bars?

I had the same problem in the same score with the bass staff not disappearing in one system on the piano part (you should be able to find it quickly by opening the piano part, dezooming and looking for the empty staff) even though all its content are invisible and there's no double barlines, time signature changes, repeats etc

Are you talking about the piano part notes in the wind parts measures 99 through 106? And you don't want to see them?
If so, go to View>Show>uncheck Show Invisible.

I don't want the invisible items to occasionally (and inconsistently) prevent the empty stave from being hidden altogether. I'm not talking about not having the UI polluted by grayed out invisible elements, I'm talking about collapsing away the useless staves
