Can't understand MS4.3's MacOS keystroke symbol for Insert Before Selection
Here on Mac OS 13.5.2 Command+? has no effect in MS 4.3.
Is the ? (surrounded by a rectangle) supposed to be some sort of error message?

It's an indication of a character that can't be found in a specific font. Mine shows the same thing. I think it should be reported as a bug.
The default is Ctrl+Ins on Windows, should be Cmd+Ins on a Mac

Indeed Pref>Shortcuts says Command+Ins, as does the MS4 user guide but ...
I have a Mac extended keyboard with a numeric pad and there's no Ins key.
And Apple lists nothing here
What was 3.x's Shift+i usurped for? Can I safely change the shortcut for Insert Beforeback to Shift+i without clobbering something important?
