Any difference between mscz~ and mscz, and how to fix opening issues?
In the handbook for MS3 is states that backup files are "..mscz,". My backup files are "..mscz~". Is this the backup file format for MS4? When I try to open it after removing the dot, it says "unknown filetype", and fails.

That indeed changed between Mu3 and Mu4. Removing the leading dot does nothing as far as the ability to open is concerned, you'd need to remove the trailing , resp. ~

How do I remove that? Because you can't just do that in file explorer I don't think?

I can't just remove the tilde because it's part of the extension, not the name.

Change the settings to show the extension too.

Make sure File Explorer is set to show the file extensions. Menu View -> check the "File name extensions" checkbox. Then you should be able to see and edit the extension. Screenshot for Windows 10:
