Yep, just drag the new clef from the clef palette onto the clef at the beginning :)

Dragging a treble clef from the pallette puts it in "C". I need it transposed to Bb treble, one whole step below.

Select all the notes you need transposed, then go to Notes>Transpose.
Can you say why you want this? If it's because you are wrting for a transposition instrument like, say, tenor saxophone, or baritone horn as used int he British band tradition, then you should take advantage of the built in mechanism for automatic transposition - just hit the Concert Pitch button to toggle between concert amd transposed pitch. but you would have to change the clef yourself.

I have written two parts in bass clef for trombone. I need to now write them in Bb treble to be played in Bb treble by euphonium players that don't read bass clef.

Sounds like it's just a one time thng then (for this particular score anyhow). So I'd agree woth the suggestion to use Notes->Transpose to do the transposition, and to change the clef manually.
