Don't confuse this with singing voices. ANY staff can have up to 4 voices on it, not only vocals.

So you need 2 voices in a single vocal staff
Given that you're referring 'notenbalk' I'm going to assume you at least understand Dutch as well. If you would feel more comfortable asking question in Dutch, refer to the relevant subforum at https://musescore.org/nl/forum/38

Also note that you should always start with entering notes in voice 1 on each staff. So adding Tenor and Bass on a 2nd staff would then use voices 1 & 2 on that particular staff.
