French forum: add a feature request category

Most of the developers cannot speak french so it doesn't really make sense to make feature requests in french. Your english sounds good enough! Do use the the english feature request forum.

Feature requests directed to https://musescore.com/contact should probably go to https://musescore.com/groups/improving-musescore-com , as they are about musescore.com ;-)

Of course, I meant the ones that are about MuseScore the notation software are redirected to the feature request forum.
