Wrong voices from Imoprt PDF

I imported a PDF and the second voice in the upper piano staff became the first voice in the lower piano staff, without actually moving the notes. How can I fix this?

It does seem like the PDF->MusicXML conversion did a pretty poor job of sorting this out, so unfortunately it might be a lot of manual work to correct. Not totally clear which notes you want moved, but in general, cut and paste allows you to move things. Either note by note, or possibly using View / Selection Filter to copy entire ranges by voice. Also, Ctrl+Shift+Up/Down move notes from staff to staff, keeping their "logical" attachments but changing the physical location.

If you attach the original PDF as well, perhaps people can advise better with specifics.

To be honest, by the time you move the notes to the correct voice, you could probably (and I definitely could) enter the score from scratch. Having said that...

If you select the measures with voice 1 and voice 2 in the left hand staff and exchange voices 1 and 2 you will be on the right track. You will know there are notes in voices 1 and 2 because both blue and green notes will appear. This will appear to kind of fix the problem but you will notice the rests are in strange places. Open the inspector and remove the check from voice 1. Cut what is left selected (the green notes of voice 2) using ctrl+x, then select the first beat in the right hand staff and paste. Since some measures have 1 voice and others have 2, you cannot easily do this for the entire staff at once. You can do this for as many measure in a row that have 2 voices, for example measures 5 and 6. Remember to check voice 1 in the selection filter again so you can select both voice 1 and 2 so you can swap them. Once this is done, it will be easiest to just delete any extraneous notes and reenter them. The A in the left hand in measure 6 is one of these notes. It is in voice two in the right hand staff, then moved to the left hand staff. Since there are not many of these it's easier to fix them by hand rather than trying to copy and paste, which would be quite tedious.
