It would seem to me that there should be some sort of open source library that would include that capability so the programmer would not need to reinvent the wheel to include it. I see this in all kinds of programs.

I'm just curious... Is the handwritten text also introduced in Sibelius with a drawing tablet?
Isn't that what staff- and system text is for?

Staff text remains on the score. The OP wants descriptions that do not remain.
