1) Highlight measures that you want to delete completely.
2) Right-click anywhere on the measures
3) I should be able to see a "delete selected Measures" button
4) Its almost never there

What do you mean in step#4, when saying: "almost never there"?

Always available here (image below). Or, in menu "Tools" -> Remove Selected Range (or shortcut)

The Ctrl+Delete shortcut (listed as Timewise delete, and also available as Ctrl+Backspace) works, and is always present.
You can always map that to something you find more convenient.
If you right-click directly over a note or rest, though, you don't get the Remove Selected Measures option. It's kind of a general issue with right-click, several operations operate on the selection but the menu is specific to where you right-click, which might not be the same thing.
