1) drag a volta segment from palette.
2) when dropped, it will have the length of one measure
3) it will not be possible to e.g. extend it, because dropping the end point does not work.
I am working on Ubuntu Linux.

Double-click the volta and then using Shift+right doesn't extend it? See https://musescore.org/en/handbook/3/lines#change-length and https://musescore.org/en/handbook/3/voltas#change-volta-measures
The easier method though is to select the measures and then double click the volta in the palette, see https://musescore.org/en/handbook/3/voltas#add-volta
