You should not install plugins in %ProgramFiles%/MuseScore 3/plugins nor in %ProgramFiles(x86)%/MuseScore 3/plugins (nor in %LOCALAPPDATA%\MuseScore\MuseScore 3\plugins), but in %HOMEPATH%\Documents\MuseScore3\Plugins, as stated in https://musescore.org/en/handbook/3/plugins#windows.
