Installation issue after Windows 10/1903 update

I have been using a program called Mobile Sheets to hold my music. A few days ago the program would not open. After contacting my computer geek with no success, I contacted the programmer who built the program. He had inadvertently added code that would not let the program work on Windows versions before 1809.
So I found 1903 and updated. After the update, Mobile Sheets was back but I could not open MuseScore3.
I uninstalled, downloaded again but it would not launch, it would just go to a screen that said "Preparing to install",even though it had installed. After this the programmer contacted me and told me he had fixed the issue with Mobile sheets so it would work with the early version. I was thankful but now couldn't use Muse.
I finally went back to my original version of Windows 10 #1803 and downloaded Muse3 and all was fine. Not understanding anything about system bugs in Windows 10, I can only assume there is a bug with it in regard to MuseScore.
