I wouldn't know how Sibelius does it; but the short answer is Yes.
MuseScore provides both direct MIDI output (might be limited to just one port then though) and output via Jack.

To use MIDI output, Go to Edit / Preferences / I/O and select your device under MIDI Output. If the DAW software itself doesn't present itself as a MIDI output device (and I would be surprised if it did), you will need to install and configure JACK. Do a web search for information on how to do that, but be aware that currently JACK does not seem to working for many people.
