Local Multi Measure Rests (Not Global)
How do I select certain measures of rest and convert them to multi measure rests?
I can do this globally by pressing "M" but I can't find a way to do it for only specific sections.

M does toggle multi measure rests. But they of course only show at places where all staves have no notes, you can't have a multimeasure rest in one staff if in another staff at the same measures there are notes.
IOW: somethithing like local multimeasure rests just don't exist.

I only have one part shown. If I show all parts, I would expect that part to convert to single measure rests.
You can turn it on globally and use measure properties to prevent certain measures from being part of a multimeasure rest.

Hmmm.... that make sense....but seems kind of bass-ackward
It would be nice to have a feature where you could select, say 8 measures in the trumpet part, and click "Multi Measure Rest"... When the WHOLE set of staves were shown, the rests would be spread out, but when you just printed the Trumpet part, it would show multi measure rests.

That IS the way it works. The score has multimeasure rests turned off by default as multimeasure rests don't make much sense in a score, but they are turned on in parts, as that is what is normally wanted. MuseScore breaks multimeasure rests in parts at sensible places, e.g. rehearsal marks, key changes, tempo changes, double bars etc. and if necessary you can break a multimeasure rest wherever you want using the tick box in measure properties. And if you REALLY want multimeasure rests in the score you can turn them on by pressing M and in the same way you can get rid of them in a part also by pressing M. And if you are bored you can have a few moments of amusement by pressing M continuously to toggle them on and off.

What you're describing is indeed how it should currently work by default; Assuming you're actually creating your parts using the Parts facility (https://musescore.org/en/handbook/3/parts)
If so, then I'm not yet understand why you'd want within the same part for some 8 consecutive measures that they're shown as a multimeasure rest and why you then still within that same part wouldn't want that for a different set of 8 consecutive measures?
Can you perhaps share a score with which you're having difficulty of getting what you want and explain it as clearly as possible? (I want measure X to Y to become a multimeasure rest in part Z, but I want measures M to N in that same part to not be a multimeasure rest for whichever reason)

One more point that may aid understanding: if you enable multimeasure rests in a score it will only take effect on runs of consecutive whole measure rests that occur in all of the instruments.

To be clear: normally you don't need to press "M" or do anything special to have multimeasure rests. Enter music into your score When you are done, generate the parts. The multimeasure rests will already be generated for you, no need to select anything or give any special commands,
