Format - Style - Score - Hide
When "Hide empty staves within systems" and "Don't hide empty staves in first system" are both checked, I've got an instrument not hidden which isn't used in this particular song and also only the bass line of the piano is shown, sans name or bracket. Background: I'm writing the score of a musical play and have all instruments and characters on all songs/instrumental numbers so that it can be stitched together into a score (I'm a recent refugee from Sibelius and this is required).

A single page of that score should be enough, only a few measures, delete all but a few, Save as

There is nothing preventing you from sharing the score. If you're worried about copyright, you needn't be, it's protected by law the moment you write it.
In any case, as others have said, we can't help with something we cannot see.
If a staff is not hiding, then it is not empty.
This can be due many reasons, including but not limited to; invisible notes, staff texts (even when dragged out of view),...
So yes, without your score the best advise we can give is: figure out what's in that staff.

That's what I'd thought, too, so I went through the entire score and ensured that every banjo measure was empty. And it still showed up on the first page. And the piano treble staff still doesn't show up, even though there's a robust piano part. This file was originally exported from Sibelius, my best thought on the banjo is that there's something I can't see in MuseScore that's in the staff (although there never was a banjo part in this particular number). But the missing piano staff has me stumped.

If that staff is missing from the piano, then it is because that staff itself is empty.
One way to fix this is to open the staff properties of the visible piano bass stave, then use the up-arrow in the bottom of that dialog to make it now refer to the treble stave. Then in the "Hide when empty" dropdown, change from Staff to Instrument.
That way it'll only hide the treble staff of the Piano instrument if both staves from the instrument are empty.
How did you scan the banjo staff? Visually? Then how would you find off-page elements?
Rather go to the very start of the staff and use the shortcut Alt+→ repeatedly to navigate to the next element. Pay attention to the highlighted thing on screen (if nothing is highlihgted: that's your clue). Also keep an eye on the status bar, which'll tell you what element is selected now. And/or check the inspector which will change depending on the selected element.

Or, possibly less labour intensive, you could also select all and then do a CTRL+R to reset the position of everything so that massively moved items return to where they were attached. In fact, you could do that on a stave by stave basis if you want to preserve adjustments in other staves.
