What is the name of the point/space indicated by the red line above, and is it possible to adjust the spacing of this?

All I know is that you can adjust Clef/Key right margin found in Style > General > Measure, but that does affect the place indicated in the image.

There is no single name for it. The combination of clef, key, and time signature at the start of a system is called the "header", so I'd call what you are showing "just after the header". I looked through Elaine Gould's "Behind Bars" and don't see a specific recommendatin, but her examples look pretty similar to ours, and so do most of the published examples I see, so I'm not inclined to make a change to the defaults without pretty good reason.

Some day we might add more configurable parameters in an "advanced settings" dialog, thius is sort of thing that might well be included.
