I fixed the icons at the top by reducing the size in preferences.
I also was forced to change the default zoom size to fix how big the pages were.
See #106241: Monitor resolution detected incorrectly, making sizes wrong. Preusmably your monitor configuration is non-standard and MuseScore is having trouble detecting the resolution correctly. If you would like to share information about your OS, monitor, and any other pertinent details to help us understand the problem, please respond in that other issue.
Meanwhile, you can use the "-x 0.5" (with whatever scaling factor you desire) to scale the UI as you see fit.
