Are the buttons in Measure Properties necessary?
What are the buttons in Measure Properties for?
Using MuseScore 2.0 Nightly Build (5002) - Mac 10.6.8.

Did you try them? My expectation is that they wold move to the previous/next measure.

I did, but I don't understand them.

i just tried, and it does seem to be exactly as I guessed - previos/next measure. No graphic rresentation of this in the score, in terms of the highlight updating, but you can see he measure number change in the title bar. So you can go through measure by measure tweaking properties withoutt constantly returning to the score and right clicking again. Not that I see this coming up very often. But I'd be very happy to have the same in the Staff Properties dialog!
