Then is seems that the notenames have not been translated in the Russian translation of MuseScore, and if that's the case, this is by design

I can confirm that indeed the notename plugin uses the English note names.

https://musescore.org/en/project/notenames does documente that translation into Russian is still needed, but as far as I'm aware that information is (at least partly) outdated, as since the plugin had been changed from using its own translations to using the ones from MuseScore as much as possible.

Looking at the MuseScore status bar it can be seen that MuseScore uses English names there too.

Looking at the Russian translations shows that some of them are 'translated', but by copying the English names rather than using their Russian names.
