Implementation of vertical frame margins

In Style > General >Page, adjusting either the "Vertical frame top margin" or "Vertical frame bottom margin" changes the VF margins as expected.
But if you adjust any of the margins in the Inspector, it doesn't adjust the margin at all: instead it changes the "padding".

Suggestion: For frames, change the word "Margin" in the Inspector to "Padding"; and change the word "Gap" to "Margin".
