Font size not applied to empty lines in staff/system text

This is a picture of 2 staff text entries that have the font size reduced from my default of 10 to 8. Notice the column

has all 3 lines with the same font size but the column
a

c

has the larger default size for the empty line.

The expected result is for the empty line to have the same amount of space as a line with the letter on it.

In changing the font size on both I place the cursor at the beginning of the text and press ctrl-shift-end to select all of the text.

This applies to both 2.0.3 and 2.1
