New staff with different properties

Is there a way to create new staves with separate staff properties within one file?

I am trying to create some educational examples in which there is a two-line staff with a few stemless notes at the top of the page. Then, below, I want to write out some melodies with normal, five-line staves. Can this be done, or do I need to create separate files and then combine them as jpeg files in some other program (like Adobe Illustrator)
