Rest Functions
Normally, I am able to insert rests like regular notes if I activate the Rest Function with whatever note length. It won't let me insert rests at all anymore. The only way I can put in rests is to click on an rest note in the measure and split it. Please fix

Please show a score and step-by-step explanation what you do, what happens and whyt you expect to happen.
There is an issue with rests entry in drum staves in 2.1, see #198831: Regression: Cannot enter rests via mouse on drum staves
The normal way to insert rests is with the "0" key, and this continues to work on drum staves. Only mouse input was inadvertently broken. If you are seeing something else, do provide more info, but my guess is this is it.
