Working directory not taken into account for File > Save of new score

  1. Create new score
  2. File > Save

Expected behavior: the save dialog should open to either the working directory or the last open folder

Actual behavior: the save dialog opens to the user "Documents and Settings" folder which isn't intended for normal users to see on Windows.

(Tested using self-built r.1973, Windows XP)
